on the throttle under the air box the screw with the sping that stops the throttle arm will unscrewing that help gain more speed or will the gov. still stop it at a certain point ??

That screw might rev up the engine, make it run faster or slower but the gov is what controls the speed. Post a picture of the screw you talking about it would make it easier to identify what screw your talking about.
